The US unipolar moment is ending. Real multipolarity is upon us, with Russia, China, India, Brazil, South Africa and Iran testing new multipolar arrangements for sharing world power. The US fears these changes, and would prefer to corral everybody back into the familiar bipolar camps of the past. This would be a disaster. Australia will benefit from a stable rules-based multipolar world, and our foreign policy can help build it. But we are going to have to take a few calculated risks along the way.

Behind scrub on a nondescript South Australian highway lay a battered suitcase. It had been abandoned and largely forgotten, yet its presence was incongruous in this vast, unforgiving landscape. As high level negotiators left the air foetid in Europe and Australia, South America was scented rather more freshly, with Pope Francis ahead in the stakes of providing hope for humanity. He delivered a fiery denunciation of modern capitalism, declaring modern capitalism's 'unfettered pursuit of money' the 'dung of the devil' and accusing world leaders of 'cowardice' for refusing to defend the earth from exploitation.

On July 1 the Australian Border Force Act 2015 became law. Detention centre staff are now forbidden to speak about human rights abuses, with a two year jail penalty applying. It is perhaps appropriate to recall the secrecy of the security apparatus of Stalinist Russia, Apartheid South Africa, and Chile and Argentina under the Generals, where victims were denigrated and information prevented from leaking out.

The trajectory of the conflict over territory in the South China Sea does not look good. There is no reason to believe that the United States would relinquish its position as an Asia-Pacific security power. There is also no reason to believe that China would slow or halt its island-building and militarisation of the South China Sea. Against this ponderous milieu, it is a pity that Australia has again been exposed as a lightweight.

There are many things different from Ted's day, but he would have spoken of them without fear or compromise. A pope from the South who asks 'Who am I to judge?'; a 62 per cent Irish people's vote in favour of expanding the definition of civil marriage; the long awaited beatification of Oscar Romero whose identification with the poor did not win immediate Vatican approval; the call by civic leaders for an Australian cardinal to return home and answer questions posed by a royal commission; and the election of a black US president.

Only extremists regard Muslims as enemies. But if a populist and incompetent government were to scapegoat them and declare them to be enemies, as was done to asylum seekers, it would be a short step to build on the laws already introduced with further discriminatory legislation. That in turn would lessen the protections under the law that other groups would enjoy. Of course, this could never happen in Australia. But that is what they once said in Germany, Chile and South Africa.

WA accepted the Federal Government's one off $90 million grant to transfer funding for remote Aboriginal communities, many of which will be closed down. Meanwhile in South Australia, the State Government is challenging the Federal Government to uphold the responsibilities it has held since 1973. But it is cutting the communities' funding by 90 per cent.

Harry Paech's Great War shows why Australians have been reluctant to give government the authority to arrest on suspicion, even in times of peril. In the midst of talk in 1914 of atrocities committed by the fiendish Huns against Belgian nuns and babies, the president of Hume Shire in southern NSW was determined to show that the district's German settlers were as patriotic as any Australians.

Considering my indebtedness to the two Aborigines who met [my family's ship arriving in Hervey Bay from Ireland] 151 years ago, I owe it to all my fellow Australians to agitate these issues of law, morality and politics here in Ireland so that back in Australia, the homeland which, in my religious tradition, was known as the Great South Land of the Holy Spirit.

In South Sudan, hate speech broadcast on a local FM radio station earlier this month led to the slaughter of hundreds of innocent civilians in a massacre based on ethnicity. Local UN officials are now calling on authorities to 'to take all measures possible to prevent the airing of such messages'. Meanwhile in Australia, the Government is attempting to give legal sanction to the kind of hate speech that incited to the South Sudan massacre.
