Since even the best leaders are not infallible, we must decide who is good enough. Abbott is not, and the jury is still out on Gillard. The anniversary of Rudd's fall provides an opportunity to reflect upon, and perhaps regret, what we have lost.

The Rudd Government promised positive reforms after a decade of 'boat people'-bashing from the previous government. Three years later, we are back where we were. Currently the churches and the Greens have a mostly dysfunctional relationship. More than a few Greens owe their passion for social justice to a strong Christian upbringing. But while they both want values to triumph over pragmatism in government, they regard each other as the enemy.

Risk reduction sat at the heart of the first Gillard campaign and, until recently, it seemed it would also sit at the heart of the second. By announcing a carbon tax Gillard proved that her thinking about her role as prime minister has come a long way.

At last, an Australian government has presented for public consideration an intelligently conceived framework for a national carbon emissions plan. Has Gillard broken her pre-election 'no carbon tax' promise? Does it matter?
