Before the killing of five Jesuits and two of their employees in San Salvador exactly 25 years ago, the Jesuits had been advised to hide from the death squads. They decided it would be safe to stay at the University because it was surrounded by the army. But it was an elite army squadron that had been entrusted to kill them. The Salvadorean defence minister later described the decision to kill the Jesuits as the most stupid thing the Government had done.
After more than a decade of refugee advocacy, campaigns still cater to small 'l' liberals and progressives. They are of course critical to consolidating support for asylum seekers and sustaining political pressure. Yet the debate has become so polarised that it would seem as if the left has a monopoly on compassion. This is a serious campaign problem because it alienates those who might otherwise be allies.
The Declaration of Human Rights exists as a standard by which we can judge our national life and priorities. By these criteria Australian public life displays grounds for concern. In the case of asylum seekers, prisoners and bikies, governments spend more effort on seeking to evade the claims of human rights than to uphold them. In the 'nonsense on stilts' stakes the unfettered appeal to national interest walks far taller than advocacy of human rights.
In his recent address to the Yarra Institute about Christian social thinking, Fr Frank Brennan expressed the view that 'Christian churches are all but absent from the economic debate other than making the occasional, predictable utterance about ensuring that no one is left worse off as the result of new policy measures'. This seriously understates the public advocacy of the Australian churches and does a disservice to many people and organisations.
Although community organisations are often a burr in the saddle of a managerially minded government, they are important because they represent a humane vision and because they can reflect back to government an intimate experience of what is happening to the people whom they serve. Their advocacy, even when unwanted, keeps governments in touch with human needs.
Anglican priest Michael Lapsley lost his hands to a letter bomb during his resistance to apartheid in South Africa. His story raises questions of how white South Africans responded to what was being done in their name. Many people working with asylum seekers in Australia today ask a similar question.
The Census won't recognise the fact that some people in Australia don't identify as either female or male, and that such people have specific needs. One advocacy group is urging intersex people to list their religion as 'Intersex' in order that their gender is recognised.
The election has been plagued by trivial spats and personality conflicts, to the neglect of policies based on the values of equity and social justice for everyone. This reinforces the importance of church and community groups being more active in their social advocacy.
Advocacy from the likes of esteemed psychiatrist Professor Patrick McGorry continues to highlight Australia's mental health system crisis. If Julia Gillard wants to lead on this issue, she will need to further the Coalition's $1.5 billion electoral commitment to mental health services.
There was good reason for keeping the message simple. We wanted our cards to get past the censors. There is a time for advocacy, and a time for simple words of support. Together they make up the 'human' and the 'rights' in human rights.
Australia's story as a people building a nation despite hardship resonates with the experiences of asylum seekers surviving insurmountable odds to reach our shores. We deny this parallel to the cost of the entire community.
