Children have always suffered and been exploited. Only recently have been regarded as being children at all, rather than mini-people. Reformers like Dickens raised consciousness beginning in the 19th century. Bombs are raining on children in Syria and elsewhere. Not so Australia, but many are being damaged nonetheless. The Australian Human Rights Commission is having to defend its report on Immigration Detention from critics that include the Prime Minister.
Syria and Ukraine are just the latest in the roll of civil wars where ossified Cold War rivalries exacerbate conflicts and prevent the forging of a just peace which is in all parties’ interests. Current insurgencies grew out of disenfranchisement. But the relevant powers have declined to involve United Nations to act as independent broker, knowing that each party has the support of a permanent member of the Security Council, whose veto will hamstring any proposed action by the others.

The theory of just war has evolved as a way of laying out the conditions under which a war may be justified morally. The case against ISIS in terms of it being an aggressive force inflicting lasting, grave and certain damage is compelling. Millions of Iraqis and Syrians have been displaced and there is widespread hunger.
We have adopted the dictum that our enemy's enemy is our friend. But the situation changes so rapidly on the ground, and working out who our 'allies' are is a very difficult and high risk activity. We are not even clear on the Rumsfeldian known unknowns, let alone the unknown unknowns.
Today the Kalimah Shahada is being used on flags of groups whose mission is to kill Sunni and Shia Muslims. Imagine how it must feel to be a Sunni Kurd or a Shia Iraqi or an Alawi Syrian . Imagine how it must feel to be an ordinary Shia or Alawi or Sunni Australian walking around in a Sydney shopping centre and being treated by one's neighbours as an ISIS fighter.
President Obama's decision to take military action against ISIL forces in Iraq and Syria has been applauded. But it should give us pause that this is the outcome desired and provoked by ISIL itself.
The vagueness of what is envisaged in the call for military action against the Islamic State makes it difficult to establish whether the harm caused would be proportionate to the good achieved.The record is not good suggesting strongly that Western military intervention will make things worse.
As an Arab-Australian it's difficult to watch the events in Syria, Iraq and Gaza without a sense of guilt and shame. To outside eyes, it must appear that the Middle East is driven by hatred and bloodlust. In fact there is a long history of persecuted members of one Middle Eastern faith finding safety in the places of worship of those that are often cast as their enemies. This is the Middle East, at once unconscionably cruel and unbearably kind.
In October 2013, Jesuit Fr Frans van der Lugt wrote about the suffering of the besieged people of Homs in Syria: 'Despite these difficulties, we keep grasping onto hope.' On 7 April 2014 he was executed outside his home. The rout of Iraqi forces in Mosul by the extremist Islamic State of Iraq and Levant must be a worry to the Iraqi authorities and the US and Western countries that have invested so much in the new post Saddam Iraq.
The conflict in Syria has led to one of the worst humanitarian crises in the world today. And the need for a peaceful solution is great. I hope that Australia's successful aid program remains a priority for our Government. We must not ignore the needs of those lying at our gates simply because their communities do not hold trade or economic interests for us.
The proposed military action against Syria lacks justification. Even if the cause for it were just, it would be vitiated by the lack of proportion between the limited good secured by it and the increased violence and sectarian division that will surely follow. That the strong should do what they can and the weak suffer what they must is real politik. But it should not be dignified with the name of justice.
