'We need to be more focused on grace, Christ and God's word, rather than just on law, the Church and papal utterances. But today, I will draw more on law, the Church and the Pope to point us towards those more fruitful domains: grace, Christ and God's word. Our future visioning needs to focus more on the gospel imperatives including the option for the poor and the dignity of all persons, including those who are non-believers.' Children in two-parent families don't deserve government support. That's the message the government sent last month when they passed legislation to cut family payments for two-parent families, while other families still get cash payments. One of the problems with recent policies is they increasingly see families as part of the market rather than fundamental building blocks of our communities that need to be supported. Families and communities are in fact undermined by the market.

As the freshly minted Social Services Minister, Scott Morrison has moved quickly to soften the tough stance he took in the Immigration portfolio. But it won't necessarily be easy. Patrick McClure has presented him with a massively controversial report on welfare reform which, if acted upon, would significantly reduce the incomes of a million marginalised Australians.

The Budget does not signal an end to the 'age of entitlement', as there are still plenty of beneficiaries of government expenditure or foregone revenue. You don't need to be an economist to see that collectively the Budget measures will impact negatively on the income levels of the poor and disadvantaged. The discussion now must be who will pick up the pieces left behind by Government in developing a system with obvious gaps.

'When confronted with moral evil in public policy, church personnel have a choice: to be prophetic sticking to the moral absolutes, or to be practical engaging in the compromises needed to temper the evil. At the moment, the only political parties not wanting to embrace a short term shock and awe approach are the Greens, the DLP and the Palmer United Party. Being born in Australia is a huge advantage. And having parents with money, a good education and connections always helps. Some of us have an advantage before we've even started school. But like the players in American psychologist Paul Piff's 'rigged Monopoly' experiments, those of us who do well tend to think we've earned our good fortune through hard work, talent and creativity.

Last week, the Federal Government streamlined bureaucracy when it legislated for a single body to regulate charities and not for profits. But it is also pursuing a new charity tax under the guise of cracking down on abuse of the current system, by 'better targeting of tax concessions'. This could force agencies to downsize programs that support disadvantaged Australians.

When budgets are tight, governments seek savings by moving people from an expensive payment to cheaper payment categories. By moving a larger number of single parents from parenting payment to the cheaper Newstart allowance the Government will effectively remove $686 million out of the hands of low income families.

Mary visited Rome as a young religious woman when she was being persecuted by local bishops for being too independent. She got a good hearing from the Pope and great assistance from Fr Anderledy who became the Superior General of the Jesuits. If only Bishop Bill Morris could have received the same sympathetic hearing.

Currently, we have national plans for such things as defence, conservation and management of sharks, national broadband, combating pollution of the sea, and recovery of the south-eastern red-tailed black cockatoo. It's time we had a national plan to overcome poverty.
