Key volunteers came from Carlton and surrounding suburbs, mostly young African people were on the frontlines. They had used social media to reach out to friends, relatives and others locked in the housing estates to ask what they needed and then got to work.

Yet, it seems that gay and bisexual men cannot be trusted to give accurate information about their sexual history or to understand their sexual risk.

    The revelations that several billionaires of Chinese origin have sought to influence Australian politics through large political donations have rekindled bipartisan concern to ban such donations. That it took investigative journalism by ABC and Fairfax media to generate such a rush to reform is a reflection on the Australian political class. While it is likely that reform legislation will be introduced and passed before the end of the year that will be only a very partial response to a bigger problem.

But public funding does little to reduce parties’ reliance on private money and radical control measures can fall foul of the Constitution. A 2013 High Court judgment finding that a ban on donations infringed the constitutional freedom of political communication.
