    A state government has an obligation to do what is possible within the limits of state resources to help its people, to make the state an inclusive place where all have access to essential services and housing. However, over the last few weeks, with the announcement of the funding restructure for homelessness services, this idea of a fair go seems to have dissipated.

    The Morrison government will use the federal budget to set an agenda which will focus on those policies which will deliver it victory at the next election and reconnect — at a policy level — with its traditional supporter base. The reconnection with parts of its base could spell trouble for charities that undertake advocacy activities.

    The stats are chilling. The rate of homelessness in the Northern Territory is 12 times the national average. Six per cent of all Territorians are experiencing homelessness. More than 16 per cent of Territorians under 16 are homeless. Twenty per cent of Aboriginal people in the NT are homeless. It's time to do something.

Yet it remains a vote winner, this business of punishing poor people for being poor.

    The church has something in common with both sides of politics because the Catholic community has a split political personality. Its range of concerns is so broad that they are addressed in various ways by different political parties. It wants to make an impact on government, but it is always highly unlikely that it can have it all.

Every candidate and party is guilty of this in their scramble to win. Citizens are complicit too if their main concern is 'what's in it for me'. Churches play the game as much as any pressure group.

People do not want to have to rely on charity; they want to be able to count on justice. And charity is never a substitute for justice. But it becomes so when governments abrogate their responsibilities.
