The much trumpeted projected budget surplus is built on the backs of people who are left out and often made to feel that they are left over, surplus to the economy: people on low pay or no pay, young people, sole parents, people experiencing homelessness, people living with a disability.
The work of charities, including the generous work of volunteers, should not be a means of letting governments off the hook. People do not want to have to rely on charity; they want to be able to count on justice. And charity is never a substitute for justice. But it becomes so when governments abrogate their responsibilities.

Inequality is not an aberration that comes with neoliberalism. It is the foundation of neoliberalism, along with its partners in social crime: patriarchy and colonisation. As Sharan Burrow, the Australian General Secretary of the ITUC, puts it so poignantly: 'We live in a fragmented world.' The excluded form the majority across the globe.
In London of the 1990s, I observed people sleeping under bridges, on doorsteps, in cardboard boxes. How they survived the winters, I never knew, and I suppose many didn't. Since the beginning of Greece's financial crisis in 2008 and the influx of refugees from the Middle East, similar scenes can now be seen in Athens.
Catholics gathered in the wake of a time of great hardship, and in Christ's name sought the common good. Aware of continuity with the Apostles, the bishops recognised that the church changed through history. It was both progressive and conservative in parts, but not regressive.

If you accept the tenets of individualism, you are going to struggle to see why we should have anything but the most minimal level of taxation, and you wouldn't hold that taxation should be progressive to be fair. But the reality is that inequality is a political failure; not a personal one.
Catholic social service agencies are facing many challenges from a number of the disruptions at play in our postmodern society. These have to be addressed if the agencies are to continue their work with those on the margins, and their indispensable contribution to the mission of the Church.
The real call of Everyone's Business is to move beyond them and us to admitting that there is only us. If we are truly to build an inclusive and sustainable economy, it can't be just those in full time paid employment who are part of that economy. We take seriously the principles of neo-liberalism, letting the market decide. But we set limits on the market for the common good.
Here in Ballarat, you know better than most other Catholics that respectful relationships in the church community have been rent asunder by the depredations of child sex offenders whose exploits went unchecked by those ordained to exercise tradition, authority, teaching and discipline. We will strengthen respectful relationships only with a voluntary commitment to truth, justice and healing — and not one forced by a royal commission or public odour.
As the Church of 2030, we need to be more attentive to the contemplation of believers and our experience of spiritual realities, as well as the preaching of the church. Pope Francis has no time whatever for the notion of the Church as a perfect society. But, there is no way that Francis wants to abandon the ideals and the commitment to truth and justice so well exemplified by his predecessors John Paul II and Benedict.
