    The statistics were horrifying. Every case represented a person who claims as a child to have been abused by a person of authority in a Catholic institution. Whichever way the statistics are interpreted in comparison with other institutions, they are appalling. We need to hold the victims clearly in focus.

    'There was one controversy in which Lionel Bowen was involved that does provide good lessons for the contemporary Catholic considering the desirable law or social policy on a contested issue - lessons for the citizen weighing what is for the common good. Back in 1979 there was debate in the Parliament on a motion which was framed to stop Medicare funding of abortions. Bowen, a strict Catholic, was strongly opposed to the motion.     Last Monday, the Royal Commission commenced its three-week forensic examination of the causes of child sexual abuse and cover up in the Catholic Church in Australia over the last 60 years. The statistics were horrifying. Every case represented a person who claims as a child to have been abused by a person of authority in a Catholic institution. Whichever way the statistics are interpreted in comparison with other institutions, they are appalling. We need to hold the victims clearly in focus.

    What's he doing in my dream, that cardinal from Ballarat? He's in some sort of seventies presbytery or hardwood hall, shirt-sleeved but with collar on and playing ping-pong like a pro, fully-focused, yet relaxed. Forehand, backhand, lob or smash, nothing is beyond his reach. The other player is unseen but plainly worthy of attack. There's just the click of celluloid foreshadowing the rise to Rome. No ball hit that's not hit back.

    Wednesday night's ABC 7.30 program carried allegations against Cardinal George Pell which, if true, are devastating: life ruining for victims like Damian Dignan and Lyndon Monument; confronting for all citizens committed to the wellbeing of children; and earth shattering for Catholics who still have faith in their church. The report is also troubling for those of us concerned about due process and the rule of law - not as academic notions for lawyers but as the secure bulwarks of a society in which everyone's rights and interests are protected.

The chapter headings mark each step up and down the Everest of Italy's experiment with democracy and fascism: the emergence of political Catholicism in Italy; the dream takes shape; democracy without direction; democracy in decline; the search for a leader; the stick and the carrot; the voice of the watchman; and enter the night. Sturzo goes into exile; Mussolini takes over; and the Vatican is well pleased because the Roman Question is finally resolved in 1929 with the Lateran Treaties negotiated by Mussolini and Pope Pius XI, each of whom got what they were looking for.

    Even as a young priest George Pell was marked for higher things. He was a protege of B. A. Santamaria who had a significant following among Victorian bishops and priests. He was chosen to go to further study in Rome and then in Oxford. He was quickly given positions of responsibility. Within this trajectory there was no room for a priest who rocked the boat on clerical misconduct. To ask questions about why Ridsdale was being constantly moved was evidently not part of the plan.

    'It was a sad story and it wasn't of much interest to me.' Pell's brutal response to a question from the royal commission has provided an important point of organisational, personal and cultural reflection. As a survivor of child sexual abuse I understand the disbelief, shock and outrage that such a comment has provoked. And having conducted many organisational reviews, I know that in trying to find the origins of such responses, our understanding of how the world works expands exponentially.

    A feeding frenzy is afoot over the review of Safe Schools program. At the same time poor old George Pell is under attack for failing to observe that his Ballarat colleagues were prolifically enabling Ridsdale and other pedophiles to sexually abuse little boys. The prurient desire to control the sexual interests of others on the one hand, and on the other the gross failures by institutions to protect vulnerable children in their care, are sadly linked to an unwillingness to face the truth about human sexuality.

    McClellan and his fellow commissioners on the Royal Commission into Institutional Responses to Child Sexual Abuse have a daunting task in the next fortnight, according due process and natural justice to a high profile witness on the other side of the world who has been publicly labeled 'scum', 'buffoon' and a 'coward', being the subject of unauthorised leaks about uninvestigated complaints from a police service which itself is under scrutiny for its past cooperation with the witness and his Church.
