The Australian Tertiary Admission Rank (ATAR) is a number between 0 and 99.95, which indicates a student’s position in relation to their peers. Statistics from recent years provide troubling insight into the usefulness of the ATAR system, only further exacerbated by the growing number of dissatisfied students.
Assessments serve a valuable purpose: they give us a way to measure what students are learning. The problem is, they don’t seem to be learning. According to the Australian Council for Educational Research, recent results confirm that Australian 15 year-olds continue to show significant declines in math, reading and science when measured against their international counterparts. Australian students are learning less, and at the same time, never have we seen such an emphasis on assessments in schools.
The successful implementation of the spirit and the letter of the Plenary Council must involve the Catholic education sector. Catholic schools, meaning students, parents, staff members and governing bodies, are one of the most vital sectors of the church along with the health sector. They must be convinced to engage with and support the reform outcomes of the Plenary Council.

While the church in East Timor has its hands full serving its large membership, a big challenge is to work out what its role should be in post-war Timor. I was one of the boat people who escaped from South Vietnam. The escape happened after South Vietnam had fallen to the Vietnamese communist forces in 1975, and my world descended into total chaos with an international embargo, wars against China and Cambodia, forced collectivisation and the insidious spread of what were termed “re-education camps” - but were really communist gulags. My siblings and I grew up in a world of poverty, isolation, oppression and constant fear of what might happen to us or our loved ones.
The question being asked, however, is one that puts the cart before the horse. The question of ‘What do you want to see in the national curriculum?’ presupposes the answer to another question: What even is the purpose of schooling?
