Over recent weeks many people have expressed alarm and despondence at the rising number of infections and deaths from COVID. Just as we were enjoying freedom from restrictions we found ourselves encouraged to work from home if possible and to wear masks. The crisis and the recommendations recall the first onset of COVID in Australia. Yet the response of Governments is much less forceful. The differences between the responses and the reasons for them merit reflection.
Monetary authorities are caught in an impossible situation. Inflation is rising: it is over 5 per cent in Australia and over 9 per cent in the United States. Inflation is often seen as a way out of excessive debt because it erodes the real value of money and therefore the real value of the debt. But what is increasingly being discussed are ways to cancel the debt.
One of the tests by which we can judge political maturity is whether it gives due weight to complexity. It is easy to reduce political conversation to opposed statements between which we must choose. That will sometimes be appropriate. Often, however, discussion of policy raises several different questions, each of which needs to be considered.
The leaders of the past are often referred to as a measuring stick for evaluating the present. Australian prime ministers are routinely compared to John Curtin or Robert Menzies. This coming week calls to mind another leader against whom we might measure others. July 18 marks Mandela Day, an annual international day in honour of Nelson Mandela, the first Black President of South Africa. Mandela had the quality, rare today, of being born to rule.
The question that should be posed is how effective has the Reserve Bank been at ‘managing’ the economy and financial system? ‘Not very’, has to be the answer. Not that the RBA is alone. The same pattern has been seen across the developed world. Central banks have one weapon at their disposal, the cost of money (the interest rate), and there is not much evidence they have used this tool to make their systems sustainable. Mostly, they have made matters worse.
The centre of the political system did not so much hold as desert. The vote was a furious, determined and tenacious shout from the estranged centre, a shivering of the timbers. The calibre of individuals elected — many from professions, many with public service outside the traditional party hierarchy of patronage and promotion, and most, women — has not been previously seen in this country’s politics.
Perhaps the most dramatic individual result of the Federal election was that Menzies’s seat, Kooyong, has fallen to a Teal independent, Dr Monique Ryan. Xavier College sits in the Kooyong electorate, and Dr Ryan is a parent at the College. Dr Ryan proved to be an impressive candidate who ran as a good a local campaign as I have ever seen. It was marked by a strong engagement by many locals, and especially among professional women, and older residents.
We are now three months into the Ukraine war. From an invasion it has turned into a war of attrition that has cost many lives, displaced civilians, destroyed cities, and led to sanctions and the making of alliances with effects that have spread suffering far beyond Ukraine. In the election campaign the need for an integrity commission has been a minor issue. Many independent candidates have supported it, but the major parties seem to have concluded that it will not significantly shape the way people vote. Yet given the evidence of a lack of integrity in behaviour by and within governing parties both at Federal and State level, the nature and importance of integrity in the processes of government deserve reflection.
On May 3, the Prime Minister of the Solomon Islands, Manasseh Sogavare, vented his fury in parliament at ‘the continual demonstration of lack of trust by the concerned parties, and tacit warning of military intervention in Solomon Islands if their national interest is undermined in Solomon Islands.’ The targets of the speech — Australia and the United States — were clear enough.
Russia’s invasion of Ukraine has led to severe financial sanctions being imposed on the country that are likely to have lasting consequences. Problem is, they may not be the ones the sanctioners are expecting. They may even come to regret what they have done.
Moscow-based Director of the Russian International Affairs Council (RIAC)Dr Andrei Kortunov warned of its tragic consequences for Russia in an article published four days before the launch of his country’s invasion of Ukraine. The de facto partition of Ukraine, he said, as a result of the Kremlin’s recognition of the independence of the People’s Republics of Donetsk and Luhansk, will signify ‘the final formalisation of the division of Europe’ from which there may be no easy retreat.
